Seemingly out of nowhere comes Agent Casper, a government agent in charge of assimilating “breakouts”–people who develop superpowers– into The Program, a mysterious non-branch of the government that trains young superheroes. Richie doesn’t have a minute to think, much less deal with this new identity!
