Y’know for a villainess, the Black Whip certainly made her fair share of foibles. First, she didn’t remove the hero’s mask to learn his secret identity. Second she left the magical artifact in the same room as Diaperman. I guess she likes to ‘play’ with her prey before finishing them off.

It’s an unwritten rule in the hero/villain community that you don’t remove the mask unless it’s at a dramatic moment; otherwise it spoils the “game” they’re all playing. But you are right: She absolutely loves to tease and torture, which is why she left the Pacifier in plain sight.
